William Penn Human Services was founded in 2011 as a nonprofit consortium of more than 40 leading providers across Pennsylvania, united in their mission to transform services for people with intellectual disabilities and autism (ID/A).

We chose the name William Penn Human Services, invoking the embodiment of the vision and values that William Penn brought to Pennsylvania in 1681.

In 2023, during his inauguration speech, Governor Shapiro said it best:

“William Penn had a vision of a place that would be an example to the world, a place of tolerance, peace, and prosperity. We’re all part of a long tradition that goes back nearly 343 years of leaders working to build a more just, inclusive society. It’s on us to carry it forward.”

Challenged by continued rumblings of managed care for IDA, over 40 service providers organized William Penn Human Services to create something innovative and better than the current system.
